    The Rules of Debate

    Parliamentary Rules

     

    Debate:

    Each member may speak twice for no longer than ten minutes each time

    a member may not make a second speech before all first speeches are finished

    statements are limited to the immediate pending resolution

    all speakers must address the President

    members may not speak to other members

    members may not call other members by name

    the author of the resolution may make the closing remarks provided his/her time has not expired

    if a member wishes to ask a question of the speaker he must rise unrecognized and ask the president if he/she may ask a question to the speaker

    the speaker has the right to accept or deny being asked a question

    if a speaker accepts, the time is taken from the speaker, not the member asking the question

     

    The Role of the President (Chairperson)

     the President will maintain order, see that Parliamentary Rules are adhered to and answer any questions a member may have about procedure

    the President must keep the room silent throughout the process. No talking, whispering or walking around the room will be allowed

    the President should try as best as possible to alternate calling between speakers pro and con concerning the resolution

    the President may not lead the discussion, ask questions or comment on the statement of any speaker

    if the President wishes to speak he/she must yield the podium to the Vice President and join the assembly to be recognized by raising his/her hand.

     

    Voting

    -the President will call the vote after making sure all members are finished speaking

    -all in favor will rise and remain standing until the Secretary counts the vote

    -all against will rise and remain standing until the Secretary counts the vote

    -the President must maintain order and silence during the voting process as well as during the debate

     

    -the President will state the results and the resolution is closed.
