Looking to get my girlfriend a bike that fits her as the one I built for her is too big. She's 5'1".

Since I have a bike to part out, I'm not picky on the condition or quality of the components as long as the frame is good.

Aluminum is fine, or even decent steel. It should be a women's frame though as her short legs would benefit from a top tube with a slope to it.
